new_pingtarget: <ip> | <port> | <message> | <interval>

Sets up a new target to be regularly pinged for keepalive monitoring

• ip is the IP address to be pinged; this can be a broadcast address
• port is the port to be pinged
• message is the message to be used in the ping – usually “ping”
• interval is the interval between each ping in 1/25s of a second
